Records: Child database 'needs tighter security', says new review

Tighter security controls have been called for on the children's database ContactPoint, which is due to be launched later this year.

An independent report produced by consultants Deloitte & Touche foundthe 224m database to be 'inherently insecure' and said that itmay be impossible to completely eradicate all security risks. It hascalled for a 'rapid impact assessment' to look at the best approach tominimising the possibility of inappropriate access. The Government saidit has accepted all the report's recommendations and will addressthem.

The database will list the name, address and date of birth of everychild in England and details of their parents, doctors and schools.

Last November there were calls from family groups and oppositionpoliticians to suspend ContactPoint, following the loss of the HMRCdiscs containing details of 25 million child benefit recipients. InDecember, children's minister Kevin Brennan said that more time wasneeded to address security issues and that ContactPoint would belaunched to 'early adopters' local authorities and national partners byOctober 2008. The rest would follow by May 2009.
