Reference matters

In 2003, the national standards for under-eights daycare and childminding in England were repackaged with the Sure Start heading. But can anybody find any reference in these revised booklets to 'Birth to Three Matters' and, if you have found anything, can I have the page numbers, please?

'Birth to Three' was out in time to be included in the revisions. But, in any case, the framework was developed under the Sure Start umbrella - so somebody knew what was on the way. The reference in Standard 3 on 'Care, learning and play' is only to the Early Learning Goals (and a reference here to Stepping Stones would be helpful, frankly). There is no reference under Annex A, 'Babies and children under two'.

This oversight presumably explains why ill-informed Ofsted inspectors are asking early years practitioners how their planning for the babies and toddlers reflects the Foundation Stage. I have spoken with a number of practitioners who have challenged the Ofsted inspector with the links to 'Birth to Three Matters' and been met with a bemused silence.
