Second register 'too confusing'

Childcare organisations have broadly welcomed proposals for the Ofsted Childcare Register (OCR), but said that there needs to be greater clarity over its relationship with the early years register for provision for children up to the age of five. Under plans put out for consultation last week, the Government has confirmed that private and voluntary sector providers who offer childcare for children aged five to seven will be required to join the OCR.

Liz Bayram, chief executive of the National Childminding Association, said the proposal for two registers 'has the potential to confuse not only parents but providers too. Both will need advice on the distinction between the two. For example, a childminder caring for both under-fives and school-age children will need a simple process for dual application to both registers - either because she or he is mandatorily required to do so or voluntarily wishes to.'
