Staff shortages prompt survey

* Fears that Government targets for recruiting huge numbers of childcare staff may be hard to achieve have prompted Essex County Council and the local Early Years Development and Childcare Partnership to commission a survey into pay and conditions in the sector. The county is expected to recruit 13,500 new staff by 2004, but so far it has found only 3,500.
