Countless children over the past 2,500 years have heard Aesop's fable about the tortoise and the hare. But ministers failed to heed its cautionary advice and ended up with more haste, less speed when developing the National Childcare Strategy.

A report by the National Audit Office says there has been impressive progress in creating new childcare places in England, but it warns that the 14 billion investment since 1998 will be wasted if the new provision is not viable.
