Value of study

Nursery teachers in Scotland have completed a basic teaching qualification taking three or four years and then undertaken an additional qualification in order to become a teacher in infants and/or nursery education. Can someone tell me how the NVQ level 4 equates with this level of study, practical ability and lack of financial remuneration for four or five years?
