When it comes to behaviour, it is only to be expected that very young children have less control over their emotions and their bodies than older ones. This will become more apparent as younger children are admitted into formal settings where staff may not have a great amount of experience with them.
I am not suggesting that young children are all adequately behaved, but neither is it fair to suggest that behaviour that is difficult to handle is necessarily the fault of parents. There is possibly an unrealistic level of expectation placed upon children who are in environments unsuitable to their levels of development.
