Children's rights office by summer

A children's commissioner could be established in Northern Ireland by this summer. Legislation to set up the office of Commissioner for Children and Young People in the Province, the Commissioner for Children and Young People (NI) Order is expected to become law by the end of next month.

Des Browne, the minister with responsibility for health, social services and public safety, said, 'It will establish an office whose main aim will be to safeguard and promote children's rights and best interests, and will place Northern Ireland at the cutting edge of international best practice in this area.'

Among the commissioner's other proposed functions will be acting as a watchdog on public authorities by reviewing complaint arrangements, investigating complaints in certain circum-stances, and advocating on behalf of children and young people.
