The scheme, which was due to start in July for new employees and people changing jobs, was halted by Home Secretary Theresa May in June (News, 15 June). The Government promised to bring the system of checks aimed at protecting children and vulnerable people 'back to common sense levels', amid concerns that it was disproportionate and infringed on civil liberties.
The final recommendations for the Vetting and Barring scheme will be announced in early 2011. The terms of reference for the review include the scheme's coverage, the appropriate function, role and structures of the safeguarding bodies and recommending what, if any scheme, is needed.
