Councils failing in children's service work

An annual performance review of local authorities in England has shown a decline in the standard of children and young people's services.

The Audit Commission report, published last week, showed that, of 149councils assessed by Ofsted, four of them - Doncaster, Haringey, MiltonKeynes and Surrey - scored only one point on a scale of one to four fortheir children and young people's departments in 2008.

A score of one point is classed as inadequate, while four points isperforming at well above minimum standards.

No councils scored just one point in 2007. The number that achieved thetop score of four also fell from 12 in 2007 to 9 in 2008.

The best performing councils that achieved four points in 2008 wereCamden, the Corporation of London, Gateshead, Kensington and Chelsea,Kingston upon Thames, Richmond, Tower Hamlets, Wandsworth and York.
