Jack McConnell, the former minister for education, Europe and external affairs, was due to be sworn in as Scotland's First Minister and announce details of the new ministerial team on Tuesday this week. Mr McConnell, a former teacher, said, 'I want to live in a Scotland where every child has the security of a loving family, or the support of others when things go wrong; where every child, regardless of special needs or background, has a top quality education; where every child develops a healthy lifestyle and creative talents; and where every child approaches adulthood with confidence and hope.'
