The meeting debated the revised version of the local authority's interpretation of the Government's Code of Practice for the free early education entitlement for three-and four-year-olds, with a panel including KCC leader Paul Carter, Darrell King, chair of the Association of PVI Providers (Kent) and DfES deputy director Graham Archer.
