Qualified for the job

Nursery World readers may not be aware of an important issue regarding the Government's proposed children's centres (News, 3 July). There is a developing debate as to whether the headships of these centres should be restricted to teachers only. Many feel strongly that this should be the case, especially in the light of the EPPE research, which indicates that the most effective practice occurs in settings with teachers.

There is a developing debate as to whether the headships of these centres should be restricted to teachers only. Many feel strongly that this should be the case, especially in the light of the EPPE research, which indicates that the most effective practice occurs in settings with teachers.

I suggest that although teachers clearly must be part of the staff (and considerably more than the half a teacher suggested by the Department for Education and Skills), it is not necessary for the heads of such multi-disciplinary centres to have a teaching qualification. Some excellent practitioners now have early childhood studies degrees and even masters degrees. These, along with experience generally, ensure a depth of understanding and knowledge about young children aged from nought to five that some teachers do not share. I cannot see how acquiring a PGCE, especially in their current structure, will enhance such expertise.

I also believe it would be inequitable and divisive to exclude such non-teacher practitioners from applying for these positions. Rigorous person specifications would ensure that only candidates of the highest calibre would succeed in applying for such posts, whether teachers or non-teachers.

As an early childhood consultant and trainer, I share the essential concern about quality in early childhood provision and, indeed, have dedicated my working life to this end. But I am yet to be convinced that only teachers as heads of children's centres can ensure this.
