'Smack and smoke' is banned in Wales

Childminders in Wales will no longer be allowed to smack children or to smoke in their presence, unlike their counterparts in England. The national standards for daycare and childminding for under-eights in Wales being introduced on 1 April forbid childminders from using any form of physical force to punish children, as well as smoking while caring for children.

A spokeswoman for the Welsh Assembly said the position had been outlined in the consultation draft of the national standards. The consultation stated, 'Children are never shaken. Children are never smacked. Children are never humiliated or shamed.' It also forebade childminders to use any form of physical restraint 'unless it is necessary to prevent personal injury to the child or other children or adults, or serious damage to property'. Regarding smoking, the draft said, 'The childminder and others do not smoke in the presence of children.'
