The report goes so far as to argue that where entrepreneurial providers, such as childminders and private nursery groups, are increasing the availability of childcare, this is in spite of, rather than because of, Government policy.

Creche barriers: How Britain can grow its childcare industry was published last week by Demos in partnership with Genderquake, a consultancy specialising in gender issues. Its author Helen Wilkinson is a founder member of Demos and sat on last year's Childcare Commission, set up by the Kids' Clubs Network and chaired by Harriet Harman.
