Not that it is likely to impinge on the decontamination zone that the campaign has become. But it should. The Education Select Committee's report on the Government's 'ambitious and expensive' programme to re-model children's services according to Every Child Matters is an exemplar of what a select committee should be.

Every nursery, every local partnership, every office managing the process of change should devour it. Not because it is a guide to anything. It isn't. Its importance is more diffuse than that - but no less important.
