Tony Blair's current emphasis on law and order in his pre-election rhetoric suggests the Government will be dreaming up some new, nasty stuff on the children whose troubles make trouble.

Its approach is uniquely untested. Try to find out what research vindicates its vaunted Anti-Social Behaviour Orders, and you search in vain. They were piloted and then extended before they were evaluated.
