A consultation paper being launched by the Welsh Assembly next month outlines proposals for support for mothers, fathers and carers.
The Parenting Action Plan includes a feasibility study to establish a bilingual telephone helpline, a series of booklets and information for all families in Wales on how children and young people develop, and strategies that parents can use to encourage respectful behaviour in their children.
Parent Networks could be developed in each local authority where people can voice their concerns to those who plan and deliver public services.
Catriona Williams, chief executive of Children in Wales, said, 'We believe all parents should routinely be offered information about parenting, whether they are experiencing difficulties or not.'
