The inspection process needs to take parents' views of childcare services more into account, according to a research report published by the Scottish Executive last week. The research was carried out by a team from the University of Glasgow and explored some of the key features of the inspection of care services in Scotland prior to the establishment of the Care Commission in April 2002, as well as identifying key challenges for the future. The report, Standards of Care and Regulation of Care Services in Scotland, available on www.scotland.gov.uk, said that in the past, inspection reports tended to represent the views of service providers rather than service users, and the Care Commission would probably need to adopt innovative methods to change this. The report also observed that while the new care standards are to be enforced consistently, inspections should also reflect the local circumstances and histories of particular services. 'Combining these two elements is likely to be challenging for inspectors,' it said.
